== Description ==

 * Project with several top-level groups. I would like to have, at the top of the WebWorks Help 5 TOC, a single page "Property rights and warranty disclaimer." 
 * "Property rights and warranty disclaimer" topic to appear at the top of the TOC as a page -- not a book -- and not to be a part of any top-level group.

== Issue ==
You could make modifications to the Splash.asp file to have a cover page for your documents, however that would not show up as a separate entity in the TOC. You could put the disclaimer information as a separate file outside of a book, however, this would require that it would need to be at least under one top-level group.

== What is required ==

This project seems like it requires modifications made to the 
Transforms\toc.xsl file and to some of the files in 
Files\wwhelp\wwhimpl\common\scripts
