Add ability to modify styles settings for different output formats independently in single project that contains multiple output targets

Summary

We need the ability to set a style to have values specific to its target output format. We use "global" stationery and book projects, designed to output in more than one format (e.g., WebWorks Help 5.0 and Confluence - Wiki). We'd like to be able to customize some styles specific to an output target.

Detailed Description

The ability to make a style "target-specific" is necessary because some output formats settings require different values. We have values that must be set one way in one format (e.g., Wiki - Confluence) and another way in other outputs (e.g., WebWorks Help 5.0). So right now we are in the situation of having to break out our "global" template into separate stationery and book projects to define certain style settings appropraitely per target output format. Please see examples in "Use Cases" below.

Use Cases

Examples: (a) In the Wiki -Confluence target, we need to specify a URI for the path to Tip, Note, and Caution images that we use in table backgrounds. This is necessary because of how Confluence links up image attachments to published documents. In WebWorks Help 5.0, we need to have only the image names there (not a URI).

(b) We want to define some paragraph styles and headings differently in Wiki - Confluence than in WebWorks Help 5.0. Again, with the current setup (w/all target output format styles "linked"), we can't make these target-specific style refinements in a single "global" project.
