Would like to be able have popups for eclipse help. Right now this feature is only available for WebWorks Help, Microsoft HTML Help, SunJava Help, and Oracle help.

Limitation
This is a feature that should be directed at the EclipseHelp implementers. ePublisher can only take advantage of help features found within a target platform such as EclipseHelp, not create new capabilities. Popups are supported by ePublisher in the formats you list precisely because each of those formats have runtime support for popup display.
