Add built-in inheritance for cross-reference rules between targets

Summary

WebWorks does not transfer cross-reference rules established in one target to other targets as they are created.

Detailed Description

When adding a target in the Manage Targets dialog, there are no cross-reference rules for the new target even if existing targets have them defined. If there are lots of cross-references in the source material, it is tedious to add them manually and the workaround is to copy and paste xml in the .wep project file. There should be a way to establish default cross-reference rules for all targets, or a means to copy them from existing targets.

Actually, you can always use the "Scan" button in the upper-right corner to update your cross-reference formats.
