Add option to skip Image Pipeline

Provide an option for users to skip the time-consuming step of image processing, and to re-use existing images from a previous pass.
Detailed Description
Once a project has been generated, the most common reason I have to regenerate the content is a change in text content or format, but by far the most time consuming step for generating an updated version is the Image Pipeline. Since all of the images already exist, this is a complete waste of time (images are replaced with identical copies of the same images).
I have a large project that takes more than 2 hours to generate, even when the changes made are trivial. My guess is that the Image Pipeline is close to 90% of the total time.
Please consider adding a Reuse Images option to the generate commands.
Use Cases
After generating a WebWorks project I change the color defined for a character style used in a handful of places throughout the document. If I could re-use the existing images, I could re-generate the project in 15 min instead of 2.5 hr. If I try 3 different colors I can re-generate the project 3 times in 45 min instead taking an entire day (7.5 hr).
