Remove change bars in callouts within anchored frames

We sometimes have to leave change bars on in our FrameMaker source documents to let other writers on the same project know what has changed. Normally, when we convert to HTML Help, none of the change bars appear in the output .chm file.
One of the writers on my team left change bars on for some text in text frames (callouts) within a graphic anchored frame. For some reason, these change bars are appearing in the .chm file. Perhaps it's because the entire anchored frame is rasterized for the graphic in the .chm file.
These change bars should not appear in the .chm file. Is there some way ePublisher can turn off the change bars before it rasterizes the graphic, so that even though the change bars are on in the source file, they never show in the output .chm file? We want to be able to retain the change bars in the Frame source file, but not have them ever appear in the .chm file.
