WebWorks Help Navigation Pane - simple localisation

Make it easier to create localised output, i.e. localised tab in the WebWorks help navigation pane, e.g. by using the target locale setting.
Detailed Description
Documentation in most cases is written in several languages, thus, online help in several languages has to be produced. Although there is a target locale setting, this setting is not used to localise the navigation pane tabs. According to your support department, the language of your operating system is used - which does not make any sense as writers/translators/online help producers do not have an operating system per language produced. To achieve your goal, you currently have to edit two files: messages.xml and locales.xml and to create separate projects and stationaries for each language used. This is much too complicated, too much work.
