Issue
Upon generating with DITA content, user reports seeing "Unable to locate tools.jar" error message.
Solution
This is a benign error message, so there is no further action necessary. Typically this will be marked in a green color, as to indicate a "warning" rather than an error. Typically unless the Open Toolkit reports a "BUILD FAILED" and then is followed by a red error message from ePublisher, these messages are not concerning.
